AGENDA TITLE: Adopt Resolution Approving Treadwell and Rollo Task Order for Additional
Groundwater Monitoring Wells (cost to be determined)

RECOMMENDED ACTION: That City Council adopt a resolution approving a task order for
Treadwell and Rollo for additional groundwater monitoring wells and
appropriate funds.
BACKGROUND INFORMATION: The City has participated in the PCEITCE contamination cleanup
efforts by performing work related to indoor air quality studies and
defining the lateral and vertical extent of the plume down -gradient
from the source area at the alley south of Pine Street west of
Church Street.
The Council previously approved down -gradient work involving several sampling locations south to
Vine Street. (Task Order #4, $170,000) Unfortunately, this work revealed that the contamination is both
deeper and more widespread than anticipated. The Regional Board has requested additional work to
define the depth and extent of the plume. More unfortunately, the less-expensive sampling methods
used in Task Order #4 will not work for the deeper sampling that is necessary.
Our consultants are in the process of preparing a proposal to do this additional investigation, including
planning and report preparation. However, the cost will vary considerably ($250,000 to over $600,000)
depending on how many wells are needed and the potential use of these wells for on-going monitoring.
Staff is working with the consultants on alternatives and will make a presentation at the Council meeting.
Staff will also add a contingency amount with an allowance for disposal of drilling waste.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING TREADWELL AND ROLLO TASK
ORDER FOR ADDITIONAL GROUNDWATER
MONITORING WELLS
WHEREAS, the City has participated in the PCE/TCE contamination cleanup
efforts by performing work related to indoor air quality studies and defining the lateral
and vertical extent of the plume down -gradient from the source area at the alley south of
Pine Street west of Church Street; and
WHEREAS, the City Council has previously approved down -gradient work
involving several sampling locations south to Vine Street (Task Order #4, $170,000), but
unfortunately this work revealed that the contamination is both deeper and more
widespread than anticipated; and
WHEREAS, the Regional Board has requested additional work to define the
depth and extent of the plume and the less-expensive sampling methods used in Task
Order #4 will not work for the deeper sampling that is necessary.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves Treadwell and Rollo Task Order for additional groundwater monitoring wells in
the amount of $436,000, and as more specifically described on the attached Exhibit A.
