AGENDA TITLE: Adopt Resolution Approving Application for a Congestion Mitigation and Air Quality
(CMAQ) Grant to the San Joaquin Council of Governments ($600,000)

RECOMMENDED ACTION: That City Council adopt a resolution approving the application for a Congestion
Mitigation and Air Quality grant to the San Joaquin Council of Governments. The
grant is for the purchase of ten compressed natural gas (CNG) Dial -A -Ride
vehicles.
BACKGROUND INFORMATION: One of the goals of the Public Works Department is to deliver projects that
benefit the City and enhance the services provided to the Community. This grant
program is an important element in achieving that goal. The Transit Division is in
need of vehicle replacements for several existing transit vehicles. These
vehicles, while still operable, have exceeded their useful life and have become increasingly costly to maintain. The
grant, as prepared by staff, would replace the five remaining gasoline -fueled vehicles in our fleet with new CNG
vehicles. This replacement would complete the conversion of the transit fleet to CNG.
In addition, staff is applying for an additional five vehicles to assist with the increasing demand for service, as well as to
allow older vehicles to be moved into a reserve fleet to be available when active vehicles go in for regularly -scheduled
maintenance or are involved in an accident. The current response time for demand service on Dial -A -Ride is
22 minutes. With the addition of these five vehicles, it is staff's intention to see that wait time significantly reduce. The
vehicles will also offer the system greater ability to handle the increase in passengers who use wheelchairs, as each of
the additional vehicles will be equipped with several wheelchair positions. However, the biggest benefit is the ability to
better manage and coordinate the scheduling of vehicles in and out of the maintenance shop. Currently, the system is
operating at peak capacity during several times of the day, limiting the timeframe for vehicles to be serviced by the
shop. The five additional vehicles will create a reserve fleet to allow operations to continue during peak hours while
allowing the shop greater flexibility in scheduling their routine maintenance work. Staff does not anticipate a significant
increase in operating expenses from the addition of the five new vehicles. While there may be some additional billable
hours for operations during peak periods, these vehicles will primarily be used to maintain service levels when vehicles
are in the shop for repairs or maintenance. Currently, the fleet functions without reserve vehicles and service is greatly
impacted when numerous vehicles are in for repair. This will allow the older vehicles in the fleet to be placed in a
reserve fleet, to be available when numerous vehicles are in the shop.
The grant is requesting $600,000 in funding with a $200,000 local match from the Transit fund. A copy of the grant
application has been included.
FUNDING: This grant requires a local match. The local match for the Dial -A -Ride vehicles will be covered
64mgh Transportation Development Act funds and fare revenue.

Project Description:
The City of Lodi is applying for the purchase of 10 Compressed Natural Gas
(CNG) Dial -A -Ride vehicles. These vehicles are used primarily for Dial -A -Ride
and additionally, serve the Express Routes the City operates in cooperation with
the Measure K program. Five of the proposed vehicles are scheduled to be
replacement vehicles with the additional five to be added into the active fleet,
reserving the older vehicles currently operating as reserve. The service provided
currently by the five vehicles proposed to be replaced are the only traditional
fueled vehicles (gasoline) remaining in the City's transit fleet. These vehicles are
proposed to be replaced with CNG. The City currently operates 20 CNG vehicles
including five NABI's and a CNG replica Trolley. Additionally, the City operates
its own CNG fueling facility. The City of Lodi's maintenance staff performs all
regularly scheduled maintenance and repairs on the existing fleet and is well
trained in the proper maintenance and care of CNG fueled vehicles. The
replacement of these vehicles also fulfills the City's commitment to
Transportation Control Measures for the Extreme Ozone Plan. In that plan, the
City committed to cleaning the air by utilizing an alternatively fueled transit fleet.
As previously mentioned, five of the vehicles proposed are new vehicles.
However, five of these vehicles are replacements. The five vehicles that they are
to replace are quite old and well over their recommended service life. The
vehicles are as follows.

All five of the vehicles proposed for replacement are well beyond their 5 year
federal useful service life. These vehicles are currently 8 yrs old and by the time
they are scheduled for replacement through the CMAQ program, they will be 9
years old. Additionally, these vehicles have high mileage readings and continue
to be used in daily service. Their age, coupled with their high mileage, results in
high maintenance costs and operational constraints as vehicles are in the
maintenance shop at a higher frequency.
In addition, the five new expansion vehicles will allow for five of our older vehicles
to move into a reserve fleet. Currently, the City of Lodi's transit operations does
not have a reserve fleet. This has created difficulty in maintaining service as
vehicles are rotated in and out of the shop for maintenance. A listing of the
vehicles to be added to the reserve fleet is listed below.

Special Consideration Projects:
This project will implement alternative fuel passenger carrying vehicles or
necessary support facilities. The proposed project is composed of the
purchase of 10 Compressed Natural Gas vehicles, five replacement vehicles and
five new vehicles. The City of Lodi has been extremely successful in its
application of CNG for transit purposes. These vehicles will be able to fuel at the
CNG fueling facility within the City of Lodi's Municipal Service Center and are
maintained by maintenance staff which are highly qualified to work on CNG
vehicles.

Five of the ten requested vehicles will be replacement vehicles for the remaining gasoline fueled buses
in the Transit fleet. This will finish the conversion to an entirely CNG fleet. These vehicles will be
used to operate the Express Routes which are partially funded through Measure K. The Express Routes seek
to reduce congestion at peak hour and have been extremely successful. The replacement of these vehicles
with Compressed Natural Gas (CNG) will further reduce emissions thereby further improving air quality.
The Express Routes also meet the Transportation Control Measure committment made by the City of Lodi in
which transit committed to an 100% Alternative Fuel fleet.
Provide/elaborate on the delivery schedule of the project. Proposal needs to convince evaluation committee that the project can be delivered on
schedule.
It is the intention of the City of Lodi to try and procure vehicles off the State of California's fleet
procurement contract -following the awarding of this funding by the San Joaquin Council of Governments.
Should a successful match be found on the contract, the City will begin procurement. It is anticipated the
first 5 vehicles will deliver in late 05/06 and the second set of'5 vehicles will deliver in late 06/07.

TO THE SAN JOAQUIN COUNCIL OF GOVERNMENTS FOR A CONGESTION
MITIGATION AND AIR QUALITY GRANT FOR THE PURCHASE OF TEN (10)
COMPRESSED NATURAL GAS DIAL -A -RIDE VEHICLES, AND FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE GRANT APPLICATION
ON BEHALF OF THE CITY OF LODI
WHEREAS, the Transit Division is in need of vehicle replacements for several existing
transit vehicles. These vehicles, while still operable, have exceeded their useful life and have
become increasingly costly to maintain; and
WHEREAS, the grant would replace the five remaining gasoline4ueled vehicles in our fleet
with new compressed natural gas (CNG) vehicles, and this replacement would complete the
conversion of the transit fleet to CNG; and
WHEREAS, in addition, staff is applying for an additional five vehicles to assist with the
increasing demand for service, as well as to allow older vehicles to be moved into a reserve fleet to
be available when active vehicles go in for regularly -scheduled maintenance or are involved in an
accident; and
WHEREAS, the grant application requests $600,000 in funding with a $200,000 local match
from the Transit fund.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves
application for a Congestion Mitigation and Air Quality Grant to the San Joaquin Council of
Governments for the purchase of ten (10) CNG Dial -A -Ride vehicles; and
BE IT FURTHER RESOLVED that the Lodi City Council hereby authorizes the City
Manager to execute the Grant Application on behalf of the City of Lodi.
