AGENDA TITLE: Adopt a resolution approving specifications, authorizing advertisement for bids,
and further authorizing the City Manager to award or reject all bids for the
purchase of a heavy-duty electric floor scrubber (not to exceed $12,000)(P$R)

ACTION: That the City Council adopt a resolution approving specifications,
authorizing advertisement for bids, and further authorizing the City
Manager to award or reject all bids for the purchase of a heavy-duty
electric floor scrubber for the City's recreation facilities, in an
amount not to exceed $12,000.
BACKGROUND INFORMATION: For several years, the Parks Division has been responsible for floor
maintenance of hardwood basketball courts and other recreation -
use facilities at the Grape Festival and National Guard Armory.
Regular cleaning of the hardwood floors is critical to prolonging the
life of the finished surfaces while upkeep of other areas is an essential part of providing dean facilities fbr
public use.
The Division currently uses a small electric floor scrubber which is capable of cleaning one basketball
floor before requiring a battery recharge. Further, it requires frequent transport back and forth between
the Grape Festival and the National Guard Armory.
During 2002 and 2003, staff used a floor scrubber that had been provided to the Parks and Recreation
Department as part of a donation of various indoor sporting and athletic facility equipment from Dave
Vaccarezza (ref. City Council meeting minutes of February 6, 2002). That equipment was returned to Mr.
Vaccan zza earlier this year. However, having the second machine eliminated the need for equipment
transport between facilities and ailowed staff to perform more frequent deanings, thus extending the life
of the floors and deferring the need for expensive hardwood floor resurfacing.
The Boosters of Boys/Girls Sports Organization (B.O.B.S.) has generously offered a grant of $3,500 to
help fund the purchase of a second scrubber, while the Electric Utility Department has also generously
agreed to provide funding of $5,000 toward the purchase because today's scrubbers have a 36V electric
system producing up to 30% more productivity.
Staff has identified two makes of floor scrubbers which would fit ideally with the facilities and would be
most efficient for staffs use_ It is therefore staffs recommendation that the City Council authorize the
Department to advertise for bids, and further authorize the City Manager to award or reject bids up to an
amount of $12,000.

RESOLUTION NO. 2004-242
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING SPECIFICATIONS,
AUTHORIZING ADVERTISEMENT FOR BIDS, AND FURTHER AUTHORIZING
THE CITY MANAGER TO AWARD OR REJECT THE BIDS FOR THE PURCHASE
OF A HEAVY-DUTY ELECTRIC FLOOR SCRUBBER, NOT TO EXCEED $12,000
WHEREAS, the Parks Division is responsible for the floor maintenance of the hardwood
basketball courts and other recreational -use facilities at the Grape Festival and National Guard
Armory; and
WHEREAS, regular cleaning of the hardwood floor is critical to prolonging the life of the
finished surfaces while upkeep of other areas is an essential part of providing clean facilities for
public use; and
WHEREAS, the Parks Division currently uses a small electric floor scrubber, which is only
capable of cleaning one basketball floor before requiring a battery recharge; and
WHEREAS, staff is required to transport the scrubber back and forth between the Grape
Festival and the National Guard Armory; and
WHEREAS, the Boosters of Boys/Girls Sports has offered a grant of $3,500 and the Electric
Utility Department has offered to provide funding in the amount of $5,000 toward the purchase of a
second scrubber; and
WHEREAS, staff has identified two makes of floor scrubbers that would be ideal for the
facilities and, therefore, recommends going out to bid and requests that the City Manager be
authorized to award or reject the bids up to an amount of $12,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the
specifications and authorize advertisement for bids for a heavy-duty electric floor scrubber; and
BE IT FURTHER RESOLVED that the Lodi City Council further authorizes the City Manager
to award or reject the bids up to $12,000.
