Stockton Street (not to exceed $45,000)(P&R) MEETING DATE: November 17, 2004 PREPARED BY: Steve Dutra, Park Superintendent RECOMMENDED ACTION: That the City Council adopt a resolution approving plans and specifications, authorizing advertisement for bids, and further authorizing the City Manager to award or reject all bids for Blakely Park/Enze Pool plastering, 1050 S. Stockton Street (not to exceed $45,000). BACKGROUND INFORMATION: In May/June of 1996 Enze Pool received a new hand laid fiberglass coating. The contract was awarded to Aqua Pool and Spa_ In 2000, the fiberglass started blistering and delaminating from the plaster pool shell. In 2001, the work was performed again. This time the contract was awarded to Applied Fiberglass Systems due to the scope of the work and the necessity of performing the repair work in time for the summer aquatic program. The cost of repairs was $33,000. Aqua Pool and Spa no longer does fiberglass projects and Applied Fiberglass Systems is currently out of business. We again are experiencing delaminating. Today, Enze Pool has approximately 1000 square feet of delaminated fiberglass. This encompasses most of the shallow end of the pool. There are some small areas at the deep end of the pool that are starting to blister and spread. Staff has contacted both fiberglass and plastering pool contractors for field inspections and discussions about the project. It is staffs recommendation that Enze Pool be taken off line, the fiberglass removed, and a new plaster shell be applied. Keefer, Interim City Manager RESOLUTION NO. 2004-241 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR BLAKELY PARK1ENZE POOL PLASTERING, 1050 S. STOCKTON STREET, AND FURTHER AUTHORIZING THE CITY MANAGER TO AWARD OR REJECT THE BIDS UP TO $45,000 WHEREAS, in 1996, Enze Pool received a new hand -laid fiberglass coating, and in 2000, the fiberglass blistered and delaminated from the plaster pool shell; and WHEREAS, in 2001, the work was redone at a cost of $33,000, and once again it is experiencing the same delaminating problems; and WHEREAS, due to the recurring problems, staff recommends that the Enze Pool be taken offline, the fiberglass removed, and a new plaster shell applied. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the plans and specifications and authorizes advertisement for bids for Blakely Park/Enze Pool plastering, 1050 S. Stockton Street; and BE IT FURTHER RESOLVED that the Lodi City Council further authorizes the City Manager to award or reject the bids up to $45,000.
