HomeMy WebLinkAboutAgenda Report - November 17, 2004 E-03AGENDA ITEM Fwdp3 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Lower Sacramento Road Widening, Harney Lane to Kettleman Lane; and Adopt Resolutions Authorizing City Manager to Sign Project Agreements MEETING DATE: November 17, 2004 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and authorize advertising for bids; adopt a resolution authorizing the City Manager to sign the San Joaquin Council of Govemments (SJCOG) Measure K Construction and Construction Management Cooperative Agreement for Lower Sacramento Road Improvements and future amendments; and adopt a resolution authorizing the City Manager to sign the San Joaquin County Cooperative Agreement for the construction and maintenance of Lower Sacramento Road and future amendments. BACKGROUND INFORMATION: This project consists of widening Lower Sacramento Road from Harney Lane to Kettleman Lane; removing the existing pavement and constructing new pavement; constructing drainage pipes and structures; constructing medians with raised curbs; constructing curbs, gutters and sidewalk in front of the future DeBenedetti Park; reconstructing fences, gates and driveways; constructing a new signal at Century Boulevard; and other incidental and related work, all as shown on the plans and specifications for the project (see Exhibit A). This project will provide for four travel lanes (two northbound and two southbound) and a median. Curb, gutter, sidewalk and the balance of pavement width for the roadway will be installed as parcels adjacent to the road are developed. Continuous median island will be constructed from Kettleman Lane to the southern limit of the Sunwest Plaza Shopping Center. Southbound traffic will be prohibited from turning into the center, except at the southern driveway where left and U-turns will be allowed (see Exhibit B). Residents, business owners, and property owners were invited to a public meeting to review the project design on October 2, 2001. Approximately 45 persons attended the meeting, and, for the most part, comments centered around maintaining and providing access to residences along the project. A public hearing to approve the Initial Study and Negative Declaration for the project was held by the City Council on April 2, 2003. Written notice of the public hearing was sent to all property owners and business interests within 300 feet of the project. At the public hearing, no comments from the public were presented. Permanent roadway improvements and widening at the Harney Lane/Lower Sacramento Road intersection, including a traffic signal, are a part of the San Joaquin County project that realigns Lower Sacramento Road south of Harney Lane. In the interim, our project will provide a smooth transition from four lanes down to the existing two lanes on the north leg of the intersection. The County project construction is expected to immediately follow completion of this project. At this time, Century Boulevard is not completed up to tower Sacramento Road. A separate contract will add two travel lanes eastward from Lower Sacramento Road to near Sage Way, where Century Boulevard currently ends. Curb and gutter will also be completed in front of the future DeBenedetti Park. This project is scheduled for summer 2005. Discussion with the property owner on the north has occurred with the intent to acquire necessary street easement for construction of the new intersection and related travel lane transitions. Due to the problems with the State Highway Account, this project could have been delayed several years without SJCOG resolving the project funding. The landscaping and irrigation for the Lower Sacramento Road project is funded partially with Transportation Enhancement Act (TEA) funds. This work will be scheduled for spring 2006, as a separate contract. Application for funding authorization has been submitted to Caltrans. The plans and specifications are on file in the Public Works Department. Notice soliciting bids will be published December 4, 2004. FUNDING: The funding for this project is as indicated below. Project development costs are not included below and were funded by Lodi's Street Regional IMF. A request for appropriation of funds will be made at contract award. Sunwest Plaze Shopping Center-- JCPenney Store #2692 Lodi, CaiiforrAs Dear Mr. McNeer: We have reviewed the City of Lodi's proposal to expand Lower Sacramento Road and are dismayed to learn that there Is iZ a dedicated southbound left tum lane into the Sunwest Plaza Shopping Center. This is even more frustrating since there is now a left jurnjane intg the shooping center that will be taken away in the City's plans_ Access to a shopping center is very important to customers. If the road patterns and lane turns are not readily available or direct, then customers can easily go elsewhere to shop. There is a left turn lane further down the road, this would direct customers into the rear of the Food -4 -Less and JCPenney stores and their truck loading areas. This is fine for delivery trucks, but it is not where customers should be entering! Browman Development Company has proposed a plan showing a proper left tum lane for customer traffic into Sunwest Plaza. I ask the City of Lodi to consider the Browman plan. Access restrictions and barriers to customers will cause concern for the long tern viability of this store and Sunwest Plaza Shopping Center. Please contact me with any questions. Access into a shopping center the size of ours is critical to our business success. This plan does not make sense. Elimination of this turn lane will cut off one of the major access points to the center. The City of Lodi plan would force some traffic back to an already congested Kettleman Lane for entrance near Hollywood Video or the controlled intersection near McDonalds, Big mistake. Allowing traffic to turn left into the center behind Food 4 Less will direct automobile traffic to a location that is not desirable.
