AGENDA TITLE: Appoint Council Member to Serve on San Joaquin Council of Governments'
Regional Transportation Impact Fee Policy Committee

RECOMMENDED ACTION: That, following discussion, Council appoint a Council Member to
serve on San Joaquin Council of Governments' Regional
Transportation Impact Fee Policy Committee.
BACKGROUND INFORMATION: The San Joaquin Council of Governments (SJCOG) Board of
Directors has voted to reconstitute the Regional Transportation
Impact Fee Policy Committee for the purpose of preparing a
proposal for a Regional Transportation Impact Fee (Exhibit A). The
SJCOG Board will meet on October 28 to appoint members to the committee (in addition to one City
Voting Member, the City Manager will be appointed as an Ex -Officio member).
It is, therefore, recommended that the Lodi City Council appoint a Council Member to serve on San
Joaquin Council of Governments' Regional Transportation Impact Fee Policy Committee.

The San Joaquin Council of Governments Board of Directors voted at their
September 23, 2004 meeting to reconstitute the Regional Transportation Impact Fee
Policy Committee. The committee will be composed of each COG Board Director
or their designee from their City Council or Board of Supervisors and one member
each from the following:
1 Representative from the Building Industry Association
1 Representative from the San Joaquin Partnership
1 Representative from the Business Council
1 San Joaquin Regional Rail Commission
1 San Joaquin Regional Transit District
1 Port of Stockton
1 Caltrans
1 UOP School of Business
1 Grupe Company
1 Arnaiz Development
1 AG Spanos Co.
1 River Islands Development
1 Commercial Broker
The Committee will be bringing to the San Joaquin Council of Governments a
proposal for a Regional Transportation Impact Fee. This fee proposal must have
wide acceptance among our member jurisdictions. This fee proposal must also
address the critical transportation needs of our region. Therefore, it will be
imperative that we have absolute attendance by Lodi's representative.
In addition to your voting representative, your City Manager will also be appointed
as an Ex -Officio member.

Please respond in writing by Wednesday, October 20, 2004 to San Joaquin COG
staff if you will be sitting as the member of the committee or if you will be
appointing a member from the Lodi City Council. At the October 28, 2004 COG
Board meeting we will be approving the appointees to the committee. It is my
expectation that the first meeting of the committee will be January 20, 2005 @ 5:00
pm, and there will be a recommendation to the COG Board for action by May 2005.

proceedings if only to voice your perspective. Attached please find a "to date" listing of
members. Your absence from these meetings may constitute a perceived boycott which
feel will be very detrimental to the regional concerns we all face. I hope to await a
