AGENDA TITLE: Adopt Resolution Approving Plans and Specifications for White Slough Water
Pollution Control Facility Standby Power Improvements and Authorizing City Manager
to Solicit Bids for Equipment, Negotiate a Contract Change Order for Installation of
Equipment Not to Exceed a Total of $1,000,000 and Appropriate Funds

RECOMMENDED ACTION: That the City Council adopt a resolution approving plans and specifications for
White Slough Water Pollution Control Facility Standby Power Improvements and
authorizing the City Manager to solicit bids for equipment, negotiate a contract
change order for installation of equipment not to exceed a total of $1,000,000
and appropriate funds as shown below.
BACKGROUND INFORMATION: This project consists of purchasing and installing a stand-by power generation
system for emergency power needs at the White Slough facility. The facility
presently is served via the PG&E electrical system with two power sources
(one primary and the other backup). A backup power source is a requirement
of the facility's NPDES permit from the Regional Water Quality Control Board. Neither PG&E source available has
the capacity to handle the significantly increased electrical load from the new equipment currently being installed.
PG&E performed a study to determine how to rectify the deficiency. Several options were identified, and,
depending on the option, the solution could cost $1.8 million in capital costs and additional standby and demand
charges which could add an estimated $13,000 per month to the power bill.
Lodi Electric Utility Department and West Yost and Associates, our design consultants, have also analyzed the
problem and feel a better long-term alternative is to increase the capacity of one of the sources and provide back-up
power from a stand-by generator for emergency power needs.
Staff proposes to negotiate a change order with Western Water Constructors, Inc., the current Phase 2 contractor
for the installation of the City -purchased stand-by generator. This will save costs associated with preparing
complete bidding documents, and the contractor is readily familiar with the work. Our consultant has estimated the
cost of installation will be $280,000.
This plan was conceptually approved by the City Council on June 16, 2004, as part of approval of the associated
engineering services.
The specifications are on file in the Public Works Department.

RESOLUTION NO. 2004-211
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANS
AND SPECIFICATIONS FOR WHITE SLOUGH WATER POLLUTION
CONTROL FACILITY STANDBY POWER IMPROVEMENTS,
AUTHORIZING THE CITY MANAGER TO SOLICIT BIDS FOR
EQUIPMENT, NEGOTIATE A CONTRACT CHANGE ORDER FOR
INSTALLATION OF THE EQUIPMENT, NOT TO EXCEED
$1,000,000, AND APPROPRIATE FUNDS
WHEREAS, this project consists of purchasing and installing a standby power
generation system for emergency power needs at White Slough Water Pollution Control
Facility; and
WHEREAS, the facility is presently served via the Pacific Gas & Electric (PG&E)
electrical system with two power sources (one primary and the other backup); and
WHEREAS, a backup power source is a requirement of the facility's National
Pollutant Discharge Elimination System permit from the Regional Water Quality Control
Board, and neither PG&E source available has the capacity to handle the significantly
increased electrical load from the new equipment currently being installed; and
WHEREAS, PG&E has identified several options that could become quite costly;
and
WHEREAS, Lodi Electric Utility and the City's design consultants, West Yost and
Associates, have also analyzed the problem and feel a better long-term alternative is to
increase the capacity of one of the sources and provide back-up power from a standby
generator for emergency power needs; and
WHEREAS, staff proposes to negotiate a change order with Western Water
Constructors, Inc., the current Phase 2 contractor for the installation of the City -
purchased standby generator at an estimated cost of $280,000.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
hereby approves the plans and specifications for White Slough Water Pollution Control
Facility Standby Power Improvements, and further authorizes the City Manager to solicit
bids for equipment, negotiate a contract change order for installation of the equipment
not to exceed $1,000,000; and
BE IT FURTHER RESOLVED that funding for this project will be appropriated
from the 2004 Wastewater Certificate of Participation funds.
