HomeMy WebLinkAboutAgenda Report - October 19, 2004 B-01 SMAGENDA ITEM 15 • f CITY OF LODI %V COUNCIL COMMUNICATION TM AGENDA TITLE: Wastewater Treatment Services Outside City MEETING DATE: October 19, 2004 (Special Meeting) PREPARED BY: Public Works Director RECOMMENDED ACTION: Review, discuss, and provide direction on San Joaquin County's request for the City to provide wastewater treatment service for Flag City. BACKGROUND INFORMATION: San Joaquin County has sent the attached letter requesting that the City provide wastewater treatment service to the Flag City development located at 1-5 and Highway 12, just north of the City's White Slough Wastewater Treatment Facility. Although flows from this development have not been included in the City's wastewater treatment planning, the amount is relatively small and could, over time, be accommodated. Flow estimates for build -out of the existing Flag City service area are approximately 0.24 million gallons per day (MGD). Lodi's facility is currently operating at 6.3 MGD and with the Phase 2 project underway and the additional improvements scheduled in the next few years, will have a total capacity of 8.5 MGD. (The City's current permit is for 7 MGD and an increase to 8.5 MGD is being requested as part of our new permit.) Technical and cost issues aside, the major issue the Council should consider is our role in providing wastewater services to areas outside the City. City policy has been consistent against providing this service from the 1970's when the current sewer ordinance was adopted which prohibits connections outside the City. Thus, changing this policy will require amending the City Code. Note that water service outside the City is permitted, but with a 50% rate surcharge. The City is not required to provide either service outside its limits. Even with Federal funding for the wastewater facility in the 1970's, such requirements were tied to capacity specifically being provided for such areas, which was not the case here. From a business standpoint, adding such service, at a premium charge, can benefit City ratepayers and would help fund additional improvements that are needed in Phase 3 of our current improvement program. In addition, the Regional Board would be supportive but would still require analysis to show our facility could continue to meet discharge requirements. On the other hand, such service can promote development outside urban boundaries and can be detrimental to agriculture. Certainly other service requests, either for expansion of this service area or other new areas, will follow if the City changes the policy. For example, we are reviewing a request from a winery located near the wastewater trunk line for service via a permanent connection. (The City accepts trucked -in waste from the unincorporated area, both septic and winery waste, at a premium rate.) FUNDING: Not applicable. 04Z Richard C. Prima, . As you are aware, the County Service Area No. 31 wastewater treatment plant is facing many of the same regulatory challenges as those currently being addressed at the City's treatment plant. Our mutual needs to upgrade and expand our respective wastewater treatment plants, and the close proximity between them, creates the possibility of a mutually beneficial partnership. Rather than each of our Agencies expending the considerable funds necessary to meet the new regulatory requirements, we wish to explore the possibility of pooling our resources toward a single common solution. Specifically, we would like to explore the City's willingness to consider providing sanitary sewer services to County Service Area No. 31 in exchange for funding participation (buy -in fee) in the City's proposed plant upgrades and payment of an ongoing out of area service charge. We will present a brief power point presentation at the October 19, 2004, shirt sleeve session with the City Council and will be available to answer any questions the Council may have.
