BACKGROUND INFORMATION: Council Member Land currently serves as a City (Voting) Member on LAFCo. His term is due to expire May 2, 2005, and because he is not seeking re-election at the November 2, 2004, General Municipal Election, he has submitted a letter of resignation (attached as Exhibit A), effective October 16, 2004. (NOTE: At the conclusion of this term, Lodi will be off rotation for eight years, through May 2013, at which time Lodi will begin the cycle again with a City representative serving a two-year Alternate term.) It is, therefore, recommended that the Lodi City Council appoint a Council Member to serve as a City (Voting) Member on LAFCo effective October 16, 2004. Following the meeting, the City Clerk's Office will forward the Council resolution to the City Selection Committee. Hansen for the position of Voting Member on the Local Agency Formation Commission (LAFCo). He would be filling the position for outgoing Council Member Keith Land, and would represent the Lodi City Council through the term October 16, 2004 to May 2, 2005. Therefore, please accept this letter as our official nomination for Mayor Larry D. Hansen to be considered by the City Selection Committee for the Voting Member position. BLACKSTON City Clerk 2004-208 LARRY D. HANSEN, MAYOR, was elected to the Lodi City Council in November 2002. Mr. Hansen is a United States Navy veteran and obtained his Master of Public Administration degree in 1993 from CSU, Stanislaus. He is also a graduate of the FBI National Academy and the California Command College and holds a lifetime vocational teaching credential. Mr. Hansen has had a 30 -year career with the City of Lodi Police Department. He was hired as a police officer in 1970 and was appointed as the Chief of Police in May 1993, from which he retired in July 2000. In his tenure as Chief, the crime rate was reduced to its lowest level in a decade and many programs were implemented that saved
