AGENDA TITLE: Adopt Resolution authorizing the acceptance and execution of an Environmental
Justice Transportation Planning grant from the State of California Department of
Transportation.

RECOMMENDED ACTION: That the City Council adopt a Resolution authorizing the acceptance
and execution of an Environmental Justice Transportation Planning
grant from the State of California in the amount of $80,000.
BACKGROUND INFORMATION: In July of 2002, then City Planner J.D. Hightower submitted an
application for an Environmental Justice Transportation Planning
grant to the State of California Department of Transportation, for an
Eastside Mobility and Accessibility Planning (EMAP) Project. That
Grant application was made on behalf of both the East Side Improvement Committee and the
Community Partnership for Families, as a joint effort to measure cultural preferences for residential street
design features which in turn will remove barriers to job access and family development.
The EMAP Project will use a comprehensive method involving workshops and surveys in which all
residents can have input on how their streets look and work and in deciding what transportation
improvement projects and other public works improvement projects are to be planned for their local
neighborhoods. By measuring cultural preference for various street design features, it is anticipated that
future street improvements will foster a sense of community for Lodi's Eastside neighborhoods.
The initial response from the State of California Department of Transportation was that funding had been
suspended for the 2003104 Environmental Justice Transportation Planning Grant Program. However, in
May of 2004, we received notification that those grants were being awarded for the 2004105 year and that
the City of Lodi's application for the EMAP Project had been approved for funding.
FUNDING: The $80,000 in grant funds from the State of California will be used to hire a
facilitator to develop an outreach strategy, design surveys, hold workshops and
tabulate results for the project. Matching funds in the amount of $14,000 were
necessary to qualify for this grant funding. The grant application identified the
following in-kind services and personnel costs for Staff assigned to assist the Eastside Improvement
Committee, the Community Partnership for Families and a facilitator in carrying out the EMAP Project.

City of Lodi Personnel Costs: $13,500.00
Total City of Lodi Expenditures $14,000.00

EASTSIDE MOBILITY AND ACCESSIBILITY PLANNING (EMAP)
Objective
Facilitate the Eastside Improvement Committee (EIC) and the Community Partnership for Families to conduct a
series of workshops and surveys to find cultural preferences for street design features. Surveys and workshops
will be held in multiple languages to foster participation of minority populations. Once cultural preferences for
street design features are identified, future City of Lodi street improvement projects will include these features.
Discussion
The Eastside Improvement Committee is a volunteer committee selected by the Lodi City Council to help solve
the multitude of problems facing this distressed area. The Community Partnership for Families is a combination
of public and private organizations that work to leverage both human and financial resources already available in
our community, thereby allowing programs and services to be redirected into the neighborhoods more efficiently
Through their work in the Lodi community, both the Eastside Improvement Committee and the Community
Partnership for Families provide an excellent channel of communication to the residents in the Eastside
community.
Street improvements in the Eastside area have traditionally not sought out the input from either of these groups
and there is a perception that these street improvements may have actually exacerbated existing problems. By
measuring cultural preference for various street design features, it is anticipated that future street improvements
will help foster a sense of community for the Eastside area of Lodi.
Previous Work Completed
The Eastside Improvement Committee provides on-going assistance to residents in the area. Primarily involved
in social service and code enforcement matters, the EIC has witnessed a direct correlation between street design
and social behavior patterns.

RESOLUTION NO. 2004-206
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE ACCEPTANCE AND EXECUTION OF AN ENVIRONMENTAL
JUSTICE TRANSPORTATION PLANNING GRANT FROM THE
STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION
WHEREAS, the City of Lodi is in the process of implementing an Eastside
Mobility and Accessibility Planning (EMAP) Project with the funds provided through this
Environmental Justice Transportation Planning Grant from the State of California
Department of Transportation; and
WHEREAS, the EMAP Project seeks to measure cultural preferences for
residential street features, which in turn will remove barriers to job access and family
development; and
WHEREAS, the EMAP Project will use a comprehensive method in which all
residents can make a difference on how their streets look and work and in deciding what
transportation improvement projects and other public works improvement projects are to
be.planned for their local neighborhoods; and
WHEREAS, the Lodi Public Works Department will incorporate the information
gathered through the EMAP Project into the planning and design for future capital
improvement projects throughout the Eastside.
NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED by
the Lodi City Council as follows:
1) That the City Manager, or designee, is authorized to take all necessary
steps to secure the grant funds from the State of California Department of
Transportation to provide funds for the EMAP Project.
2) That the City Manager, or designee, is authorized and empowered to
conduct all negotiations and submit all documents, including but not
limited to contracts, subcontracts, applications, agreements, extensions,
renewals, payment requests, and amendments of funding provided by the
Federal Highway Administration and California Department of
Transportation, which may be necessary for the completion of the EMAP
Project.
3) That the City Manager is hereby authorized for and on behalf of the City
of Lodi to execute all documents, including but not limited to contracts,
subcontracts, applications, agreements, extensions, renewals, payment
requests, and amendments of funding provided by the Federal Highway
Administration and California Department of Transportation, which may
be necessary for the completion of the EMAP Project.
4) That the City Manager, or designee, is authorized, for and on behalf of
the City of Lodi to accept, appropriate, expend, and administer grant
funds in accordance with the terms and conditions set forth in the
approved grant for the Project.
