AGENDA TITLE: Adopt Resolution Authorizing Application to San Joaquin Council of
Governments for Measure K Cooperative Agreement for Construction and
Construction Management of Lower Sacramento Road Project (Harney Lane
to Kettleman Lane) and Authorize City Manager to Execute Cooperative
Agreement

RECOMMENDED ACTION: That the City Council approve a resolution authorizing application to
San Joaquin Council of Governments (SJCOG) for Measure K
Cooperative Agreement for construction and construction
management of Lower Sacramento Road Project (Harney Lane to
Kettleman Lane) and authorize City Manager to execute Cooperative Agreement.
BACKGROUND INFORMATION: The Lower Sacramento Road Widening Project (Harney Lane to
Kettleman Lane) has been in the design and environmental review
process since mid -2001. The proposed project will widen
Lower Sacramento Road from two to four travel lanes between
Harney Lane and Kettleman Lane. The project will include installation of a painted median from
Harney Lane to Kristen Court; a two-way left -turn lane from Kristen Court to the south end of the
proposed DeBenedetti Park; and a raised, landscaped median from the south end of the park to
Kettleman Lane. Please refer to Attachment 1.
Construction of the Lower Sacramento Road Widening Project is scheduled to begin Spring 2005. The
project will be bid in two phases. Phase 1 is the roadway, median and traffic signal construction work.
Phase 2 is the landscape and irrigation improvements inside the medians. The request for authorization
to bid Phase 1 of the project will follow SJCOG approval of the Measure K Cooperative Agreement and
funding request.
Two additional projects are anticipated to closely follow the construction of this project. First,
Century Boulevard will be extended from near Sage Way to Lower Sacramento Road. Construction is
expected to occur in Summer 2005. Second, San Joaquin County anticipates construction of their
Harney Curve Project to begin in 2005 and conclude in 2006. Included in that project is construction of a
traffic signal at Harney Lane.
The Measure K Strategic Plan shows Lower Sacramento Road Segment 2 is programmed for
$13.5 million in funding. This project is one of the five sections of Segment 2. Staff recommends
applying for $1.213 million in Measure K funding to complete this project. Attachment 2 presents the
Application for Measure K Cooperative Agreement for Construction and Construction Management. The
project funding is summarized below.

Lower Sacramento Road Segment 2 (Kettleman Lane to Bear Creek Road) to make the total of
Measure K Congestion Relief funds on this project $2,856,000, thereby, fully replacing the STIP
funds swapped to the McHenry project.

FOR CONSTRUCTION AND CONSTRUCTION MANAGEMENT

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
SUBMITTAL OF APPLICATION TO SAN JOAQUIN COUNCIL OF
GOVERNMENTS (SJCOG) FOR MEASURE K COOPERATIVE
AGREEMENT FOR CONSTRUCTION AND CONSTRUCTION
MANAGEMENT OF LOWER SACRAMENTO ROAD PROJECT
(HARNEY LANE TO KETTLEMAN LANE) AND FURTHER
AUTHORIZE THE CITY MANAGER TO EXECUTE
COOPERATIVE AGREEMENT
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
authorizes the City Manager to submit Application to the San Joaquin Council of
Governments (SJCOG) for Measure K Cooperative Agreement for construction and
construction management of Lower Sacramento Road Project (Harney Lane to
Kettleman Lane); and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized. and
directed to execute the Cooperative Agreement on behalf of the City of Lodi.
