HomeMy WebLinkAboutAgenda Report - October 6, 2004 E-08AGENDA ITEM F4W% Alk CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Amending Traffic Resolution 97-148 by Approving Installation of Stop Signs on Wellswood Avenue at Mission Street MEETING DATE: October 6, 200+4 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending Traffic Resolution 97-148 by approving the installation of stop signs on Wellswood Avenue at Mission Street, as shown on Exhibit A. BACKGROUND INFORMATION: The Wellswood Avenue and Mission Street intersection has been reviewed based on a speeding complaint on Mission Street between Central Avenue and Garfield Street. The Police Department placed the radar trailer on Mission Street and then provided traffic enforcement. The radar trailer indicated the majority of the drivers were traveling at 24 mph. The Wellswood Avenue and Mission Street intersection is a four -legged intersection, with a short cul-de-sac on the south leg. There are currently no traffic controls at this intersection. Based on the Department's guidelines, at low traffic volume intersections with cul-de-sacs, the intersections are usually not controlled. To determine the appropriate traffic control for the intersection, traffic volumes and accident history were reviewed. A safe approach study was also performed. Accident history for four-plus years, from 2000 to the present, indicates there has been one right-angle accident at this intersection in 2001. Mission Street carries more traffic than Wellswood Avenue, connecting Central Avenue and Garfield Street and functioning as the major street at this intersection. During staffs field review, we noticed several motorists accessing Mission Street from an auto dealership's rear driveway on Garfield Street. Staff considered a yield control on the Wellswood Avenue approaches; however, the intersection field review indicated the landscaping and fencing at the comers could affect the driver's ability to see approaching vehicles on Mission Street. We determined the landscaping affected visibility to the point a stop control is recommended. Based on the traffic review, we recommend that City Council approve the installation of stop signs on Wellswood Avenue at Mission Street, as shown on Exhibit A. It should be noted that the auto dealership adjacent to Garfield Street will be moving to the new Auto Center on Beckman Road. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve amending Section 2 (C)-2 of Traffic Resolution No. 97-148, approving the installation of stop signs on Wellswood Avenue at Mission Street.
