AGENDA TITLE: Adopt Resolution Approving Plans and Specifications for Well 27
Improvements; Authorizing Advertisement for Bids; and Authorizing City
Manager to Award or Reject the Contracts up to $325,000 and to Appropriate
Funds

RECOMMENDED ACTION: That the City Council adopt a resolution approving the plans and
specifications for the above project, authorizing advertisement for bids,
and authorizing award or rejection of the contracts up to $325,000 and
appropriation of funds as shown below by the City Manager.
BACKGROUND INFORMATION: This project consists of constructing a water well at the future
electric substation site at 302 East Highway 12/Kettleman Lane
west of Lower Sacramento Road (Exhibit A). This well is located on
the far western boundary of the City.
Construction of this well and interim improvements will be performed under separate contracts. The first
one is for drilling and development that will determine the optimal yield of the well. The second bid is for
the pump and motor installation which depends on the results of the well development project.
Remaining bids will be for site development which includes the piping, controls, and interim enclosure
around the well site. The site is planned to include a large storage tank to handle peak flows in the area
as the Westside develops, as well as the electric substation.
Location of the well is consistent with the Water Master Plan, the General Plan, and the Draft Housing
Element. The environmental impacts of constructing the well have been addressed in the Housing
Element Update Environmental Impact Report. Completion of this water well is critical to serving current
and future demands of commercial and residential development in the areas west of
Lower Sacramento Road, south of Vine Street. Staff anticipates having the water well in service by the
summer of 2005.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR WELL 27
IMPROVEMENTS AND FURTHER AUTHORIZING THE CITY MANAGER TO AWARD

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the plans and specifications and authorize advertisement for bids for Well 27 Improvements;
and
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager
to award or reject the contracts up to $325,000 and appropriate funds from Water Impact
Mitigation Fees for this project.
