AGENDA TITLE: Adopt resolution approving the application for grant funds for the Youth Soccer and
Recreation Development Program under the 2002 Resources Bond Act

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving an
application for grant funds for the Youth Soccer and Recreation
Development Program under the 2002 Resources Bond Act.
BACKGROUND INFORMATION: In 2002, the California voters passed the California Clean Water,
Clean Air, Safe Neighborhood Parts, and Coastal Protection Act of
2002 (Proposition 40). One aspect of the Act is to acquire and
develop neighborhood, community, and regional parks and
recreational areas.
Under this gond act, the City has already been awarded a total of $421,847 in two separate programs
based upon a per capita formula. Additionally, the bond act has three competitive grant programs for
which the City qualifies to apply.
The Youth Soccer and Recreation Development Program is one of the competitive programs under the
bond act. This program provides grants for the acquisition and development of properties that foster the
development of new youth soccer, baseball, softball, and basketball opportunities. The maximum grant
award is $1 million. A match is not required, however if the applicant is able to show a funding
commitment, additional application points are earned. If awarded, the project must be completed by
June 2012.
Staff is requesting authorization to apply for these grant funds to develop a portion of DeBenedetti Park.
This portion would include the development of two 90' ball diamonds. The total cost estimate for
developing the two ball fields is $1,298,000. The application will request a grant award of $1 million with
a match of $296,000. The State is allowing matching funds to come from a wide variety of sources
including other state funds, local funds, and volunteer services to name a few. Currently, the City has
been awarded $1,115,431 in bond act funds (Prop 12 and 40) which could be used as the match as long
as the project (if awarded these grant funds) is completed within the time frame of those programs
(ranging from June of 2008 to June 2011).
It should be noted that this grant program does not include maintenance, which would need to be
addressed should the project be awarded funding and the City moves forward with construction.

FUNDING. No funding is required for the grant application. Possible matching funds from
other Prop 12 or 40 awarded grant programs, CDBG funds, Developer Impact
Fees or a combination of these sources.

YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE APPLICATION FOR GRANT FUNDS FOR THE YOUTH
SOCCER AND RECREATION DEVELOPMENT PROGRAM
UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE
NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT
OF 2002 FOR: DEVELOPMENT OF TWO BASEBALL FIELDS AT
DEBENEDETTI PARK
WHEREAS, the people of the State of California have enacted the CALIFORNIA
CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECTION ACT OF 2002, which provides funds to the State of California for grants
to eligible Applicants; and
WHEREAS, the California Department of Parks and Recreation has been
delegated the responsibility for the administration of the Youth Soccer and Recreation
Development Program and the grant Project shown above within the State, setting up
necessary procedures; and
WHEREAS, said procedures established by the California Department of Parks
and Recreation require the Applicant's Governing Body to certify by resolution the
approval of the Application before submission of said Application to the State; and
WHEREAS, the Applicant will enter into a Contract with the State of California for
the Project.
NOW, THEREFORE, BE IT RESOLVED, ORDERED, and DETERMINED that
the City Council of the City of Lodi does hereby:
1. Approve the filing of an Application for local assistance funds from the Youth
Soccer and Recreation Development Program under the California Clean Water,
Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002; and
2. Certify that the Applicant has or will have sufficient funds to operate and maintain
the Project; and
3. Certify that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the Contract shown in the Procedural Guide; and
4. Certify that the Grantee has or will have available, prior to commencement of any
work on the Project, the Match;
5. Certify that the Project conforms to the recreation element of any applicable city
or county general plan; and
6. Appoint the Parks and Recreation Director as agent to conduct all negotiations
and submit all documents including, but not limited to, applications, agreements,
payment requests, and so on, which may be necessary for the completion of the
Project.
7. Authorize and direct the City Manager to execute all necessary applications,
agreements, and payment requests on behalf of the City of Lodi.
