AGENDA TITLE: Adopt resolution authorizing the purchase of a replacement rapid response
equipment vehicle for the SWAT Team from El Dorado Bus Sales, of Hayward
(Asset Seizure $82,000; State COPS $850)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the
purchase of a 2004 Ford E-450 Terra Transit S.W.A.T. Vehicle
from EI Dorado Bus Sales of Hayward, California for $82,850.
BACKGROUND INFORMATION: The S.W.A.T. Team currently uses a 1974 Chevrolet Stepvan
as a means of transportation. Several hundred pounds of
equipment are stored in the van. The van, used by Lodi Police since 1986,
has deteriorated rapidly over the past few years. Last June, a CHP commercial enforcement officer examined the
van and found that it had major structural problems. He discovered the van had stress fractures, it was 5,000
pounds over the manufacturer's recommended weight, and there was excessive wear near the front axle. He
recommended removing the van from the city fleet.
We recommend that the van be purchased, sole source, from EI Dorado Bus Sales of Hayward. EI Dorado Bus
Sales has provided Lodi's Dial a Ride buses, as well as specialty buses for Pittsburg Unified School District and
San Mateo County. People using their vehicles had positive feedback regarding reliability. Other command vehicle
manufacturers quoted in excess of $100,000 for a SWAT van. (Mattman & Universal Specialty Vehicle).
The SWAT team relies on the van a great deal. In the event of an emergency situation, a team member drives the
van to the scene. Officers respond directly from home to the location and deploy from the van instead of driving to
the station and picking up their equipment. This significantly decreases the amount of time it takes the SWAT team
to resolve a situation. For all planned operations, the 14+ team members ride in the van, along with all equipment,
severely overtaxing the existing van's capabilities. The new vehicle is necessary to provide a safe and secure
mode of transportation to all tactical incidents.
In addition, the van is used for public displays as well as for transporting equipment to off-site training locations.

RESOLUTION NO. 2004-169
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE PURCHASE OF A REPLACEMENT
RAPID RESPONSE EQUIPMENT VEHICLE FOR THE
S.W.A.T. TEAM
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to
do so; and
WHEREAS, the S.W.A.T. Team currently utilizes a 1974 Chevrolet Stepvan as a
means of transportation, and also to transport several hundred pounds of equipment,
which are stored in the van; and
WHEREAS, in June 2003, a CHP Commercial Enforcement Officer examined
the van and found that it had major structural problems, stress fractures, and was 5,000
lbs. over the manufacturer's recommended weight and recommended removing the van
from the City's fleet; and
WHEREAS, staff recommends the sole -source purchase of a 2004 Ford E-450
Terra Transit S.W.A.T. Vehicle from EI Dorado Bus Sales, of Hayward, California, at a
cost of $82,850.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
authorizes the sole -source purchase of a 2004 Ford E-450 Terra Transit S.W.A.T.
Vehicle from El Dorado Bus Sales, of Hayward, California, at a cost of $82,850; and
BE, IT FURTHER RESOLVED that funds in the amount of $82,000 be utilized
from the Asset Seizure Funds and $850 from the State COPS for this purchase.
