Adams, Chief of Police RECOMMENDED ACTION: Mayor Hansen will make a presentation to Lieutenant Gary Benincasa for his many years of service on the Lodi Police Special Weapons and Tactics Team. BACKGROUND INFORMATION: After 18 years as a member of the Lodi Police SWAT Team, Lieutenant Benincasa recently submitted his resignation from this special assignment. In the summer of 1986 Lodi Police Department established its first Special Weapons and Tactics (SWAT) Team. Officer Gary Benincasa was one of the original charter members. As he advanced through the ranks to Sergeant and now Lieutenant, Gary also advanced in the SWAT Team. In 1989 he began serving as a Team Leader for eight years, and in 1997 as SWAT Commander for the next seven years. As SWAT Commander, Lieutenant Benincasa has helped to develop protocol to activate the SWAT Team and has strived to challenge members to peak performance with continual physical and strategic training scenarios. Lieutenant Benincasa lead the team to victory as a participant in the 2001 Grass Valley Advanced SWAT Competition and mentored them again as the team took the top honors earlier this year. Due to recent promotions within the Department, Lieutenant Benincasa chose to step aside to allow other Team members to take the lead and offer fresh perspectives.
