AGENDA TITLE: Approve Additional Technical Services with Treadwell & Rollo, Inc., and
Appropriate Funds ($399,000)
MEETING DATE: August 31, 2004 (Special Meeting)

RECOMMENDED ACTION: That City Council approve by motion action additional technical
services with Treadwell & Rollo, Inc., and appropriate funds,
BACKGROUND INFORMATION: The City has a master agreement with Treadwell & Rollo, Inc., for
various technical services pertaining to the PCEITCE contamination.
Currently, there are four task orders. Staff is requesting the
approval of additional funds for ongoing work and some new
elements as described below:
Task 1 — Research — An additional $30,000 is being requested for data management for this year.
Task 2 — Contingency — This task covers meetings and other work that would lead to additional tasks.
Staff is requesting an additional $100,000 for this task. This task is mainly being used to provide
technical review and comments on work being done by others and in support of our legal team (amount
anticipated to last three to four months).
Task 3 — Air Investigation — The original appropriation for this task did not include preliminary work in
preparation of the work plan. Staff is requesting an additional $14,000 to cover this cost.
Ngw Task 5 — Cost Estimates — This work will include development of a remediation cost model and
review of cost estimates prepared by others as needed ($120,000).
New Task 6 — Monitoring — This work is for quarterly sampling of existing (and some future) monitoring
wells for a one-year basis, as required by the Regional Water Quality Control Board ($135,000).
The total recommended appropriation is for Task Orders 5 and 6 plus the additional amounts for Tasks 1, 2
and 3. Staff will issue specific task orders to Treadwell & Rollo as needed during the course of the year.

RESOLUTION NO. 2004-168
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING ADDITIONAL TECHNICAL SERVICES
WITH TREADWELL & ROLLO, INC., AND
FURTHER APPROPRIATING FUNDS
WHEREAS, the City has a Master Agreement with Treadwell & Rollo, Inc., for

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves additional technical services with Treadwell & Rollo, Inc., as outlined in the
Tasks Orders listed above; and
BE IT FURTHER RESOLVED that funds be appropriated as follows:
Water Fund $199,500
Wastewater Fund $199,500
